and to answer ur question.. his argument is that the "black race/culture" is linked to violence, disorder, gangs and so on…. the so called "black race" is filled with too many cultures like soo many… we are not all same we all grew up in different communities and have different backgrounds.. the issue in UK wasn't about race it was about young people trying to get the goevrnment's attention and also to be silly!
